Peter Singer argues that just as we would be obligated to save a child drowning in a pond we passed by at moderate cost to ourselves, we are obligated to save distant strangers when doing so costs us relatively little (i.e., something on the order of one to three thousand dollars—a great deal of money in some ways, but no where near as valuable as a human life).
