You are a State Department official tasked with writing a concept paper (6-7 pages) for the Secretary of State about the future of US foreign policy and diplomacy. The concept paper weighs soft power against hard power (benefits and costs of each) and offers the administration a proposal about which to articulate. One can adopt a single template for all states, a regional template, or a state-cluster approach. Most important is weighing up benefits and costs (as a rational actor) and coming to conclusions about which you approach you would recommend.
In writing this concept paper, one is expected to analyze costs and benefits using examples. Try to avoid using a single case study for the entire paper; rather one will find far greater value in contextual citations of examples that support your points and broader argument. **All sources must be cited in-text (Chicago style), and in a Bibliography.**
